The budget reconciliation law (H.R. 1) represents the most significant retrenchment of the Supplemental Nutrition Assistance Program (SNAP) in history. While this act delivers trillions in tax cuts to billionaires and corporations, it does so by cutting food assistance for families, children, and seniors —and by shifting massive costs onto states and local governments. In short, it puts the burden of federal disinvestment on communities least able to afford it.

But there’s another side to this story. States and localities are not powerless. Across the country, leaders are finding creative, equitable, and politically viable ways to raise revenue — ensuring that programs like SNAP remain strong and that families don’t go hungry.
