USDA Releases Study on Barriers to SNAP Adequacy

Today, USDA released a study showing that nearly nine out of 10 Supplemental Nutrition Assistance Program (SNAP) participants face barriers in providing their household with a healthy diet throughout the month.

The study, Barriers that Constrain the Adequacy of Supplemental Nutrition Assistance Program Allotments, was conducted in 2018, based on recommendations made in a joint study by the Institute of Medicine (IOM) and the National Research Council on the feasibility of defining SNAP adequacy. 

Key findings in the report include:

  • Most SNAP participants – 88 percent – reported facing one or more barriers to achieving a healthy diet throughout the month.
  • The most common barrier overall – reported by 61% of SNAP participants – was the affordability of healthy foods, such as lean meat and fresh fruits and vegetables.
  • Participants who struggled with the affordability of healthy foods were more than twice as likely to experience food insecurity.
  • Other barriers identified include a lack of time to prepare meals from scratch (30%), the need for transportation to or distance to a grocery store (19%), and not having storage for fresh or cooked foods (14%).
  • The prevalence of most barriers did not vary by household composition, income sources, education level, urbanicity, or region.
