California, Arizona to offer online purchasing for SNAP

California and Arizona have been approved to allow food stamp recipients to buy groceries online, Agriculture Department officials announced today.

Those states will be allowed to participate in an ongoing pilot program experimenting with giving Supplemental Nutrition Assistance Program recipients the option to use their benefits to shop for groceries online.

Agriculture Secretary Sonny Perdue said on a media call that letting California and Arizona into the pilot will allow nearly 5 million more people to use online shopping services that often include delivery. Offering online shopping for SNAP “goes a long way in helping Americans follow the CDC distancing guidelines,” Perdue said.

As the coronavirus outbreak has spread, states and anti-hunger groups have requested that USDA expand the pilot nationwide to give low-income people a safe way to get food.

Only six other states offer online SNAP purchasing; some places like Alabama sped up its program's launch due to the pandemic.

California and Arizona are expected to launch their SNAP online programs by the end of the month, said Brandon Lipps, deputy undersecretary for Food, Nutrition and Consumer services. It’s up to state agencies, third party electronic benefit transfer processors and retailers to design SNAP online programs, he said.

USDA has put together a simplified template for other states to join the pilot, he added.
