Apologies if you have seen this request before. We are trying to cast a wide net.
The Medicare Rights Center, with support from the National Council on Aging’s (NCOA’s) Center for Benefits Access, is conducting a survey of states that are offering Medicaid to
the adult group (expansion Medicaid) as a result of the Affordable Care Act. For this survey, we are seeking information on the processes by which adult group enrollees transition to other Medicaid programs—including Aged, Blind, and Disabled Medicaid (ABD
Medicaid) and the Medicare Savings Programs (QMB, SLMB, and QI)—and to Medicare. We seek details on protocols, agencies involved, timing, and barriers to identification, screening, and notification of these enrollees.
Over the next several months, Medicare Rights will contact state employees, as well as State Health Insurance Assistance Programs (SHIPs) and advocates. If you have concrete details
about or any relevant personal experiences with these state processes, we would be interested in hearing from you.
