Each spring, Social Security mails letters out to individuals who, based on their benefit amount, it believes are eligible for, but not enrolled in, Part D Extra Help and Medicare Savings Programs. (Because
SSA does not have asset or other income information, this is a guesstimate.)
SSA also publishes a dataset of where these letters go, broken out by zip code. NCOA then uses the data to create a visualization tool:
https://www.ncoa.org/article/lis-msp-potential-eligibles. SSA just published the 2021 data last week, which we have used to update the tool.
Counselors can use the tool to identify potential pockets of unenrolled individuals, to target your outreach to those zip codes.
On the map, you can hover an area to see the numbers of letters for a particular zip code. The data table (a separate tab at the top of the tool) has a filter view for state and zip code. The zip codes that
do not have data show up as blank rather than 0.
