In WA Medicaid is typically suspended during incarceration

https://www.hca.wa.gov/health-care-services-supports/program-administration/incarceration-overview

If the office that processes a Medicaid applications gets an appl prior to release from incarceration, the staff are likely to check the incarceration system and deny the MSP.

The state’s Dept of Corrections have a system that tracks this.  Prior to release they ask the person schedule to release if they want to apply for Medicaid and submit an appl if appropriate.  When the buy-in occurs it usually goes through smoothly.  It is possible the person will get the state’s notice before the benefit starts.

Subject: MIPPA Listserv: re-entry and applying for MSP

Good Morning,

We have been asked for information about states that allow Medicare beneficiaries to apply for Medicare Savings Programs prior to individuals being released from prison. If there are states that have a process in place, please share with the listserv or me.

Thanks,

Leslie
