Our state suspends Medicaid when individuals are incarcerated as hospitalizations can be covered while they are incarcerated.  MSP is closed when they are incarcerated.   I believe individuals are able to apply for benefits 30 days prior to release, but the activation would not occur until they are released.  People should be aware the release date can be fluid and applying too early might result in people placed on benefits they are not entitled to.

People are unable to apply for SNAP until they are released.  Some states have requested and received waivers to apply during incarceration so that the effect date doesn’t begin until they are released.  Our state has not pursued this.  Since individuals who go to halfway houses where meals are provided are not entitled to SNAP, state Medicaid is often reluctant to approve benefits until they status and living arrangements are known.

Subject: MIPPA Listserv: re-entry and applying for MSP

Good Morning,

We have been asked for information about states that allow Medicare beneficiaries to apply for Medicare Savings Programs prior to individuals being released from prison. If there are states that have a process in place, please share with the listserv or me.

Thanks,

Leslie
