One observation is that some cable companies can bundle their landline with their Television/Internet service, thus detaching themselves from the local telephone company and have bundled service at a lower total cost than if they have each service billed from different companies separately. 

It might be worth researching this.  Xfinity/Comcast offers this service. I get my landline for free, and have bundled the other services together.  But if a person only has a Lifeline landline, the provider could do telehealth just by telephone.  I have also experienced that because my provider was having technical issues with his video capability.
