Do they have an updated list of people who are likely eligible for the each state and county so we know how well we are reaching the population?

According to the CMS data sent to us, it is “Other Dual Full Medicaid Benefit.”

CMS updated its most recent enrollment reports (for March 2019) for Medicare Savings Programs and full-dual Medicaid by county and state. Users can find the enrollment by program, by state and by county.
