The Integrated Care Resource Center published a new resource for states to help streamline MSP enrollment. This Tip Sheet is a follow-up from the CMS letter to state Medicaid Directors in December on ways states can align MSP eligibility with those used for the Medicare Part D Low-Income Subsidy (LIS) program to facilitate the use of LIS eligibility data in determining eligibility for MSPs.

 

We will have presenters from CMS’ MMCO present on how states can streamline eligibility for MSP at our conference in June.

New ICRC Resource: Modernizing Medicare Savings Programs (MSPs) to Better Serve Dually Eligible Beneficiaries: Alignment of MSP Eligibility with the Medicare Part D Low Income Subsidy Program 

 

In a December 2018 State Medicaid Director Letter, the Centers for Medicare & Medicaid Services reminded states of existing opportunities to simplify the Medicare Savings Program (MSP) eligibility and enrollment process for dually eligible beneficiaries. MSPs are Medicaid programs (or categories of Medicaid eligibility) that pay for Medicare premiums and/or cost-sharing for low income individuals. To help states understand one option to streamline and improve MSP eligibility determination processes for eligible beneficiaries, ICRC developed a tip sheet, Modernizing Medicare Savings Programs to Better Serve Dually Eligible Beneficiaries: Alignment of MSP Eligibility with the Medicare Part D Low Income Subsidy Program. The tip sheet describes ways states can align MSP eligibility criteria with those used for the Medicare Part D Low-Income Subsidy (LIS) program to facilitate the use of LIS eligibility data in determining eligibility for MSPs.
