I am writing to share a State Medicaid Director Letter, released yesterday, highlighting 10 opportunities for states to better serve individuals dually eligible for Medicare and Medicaid. The letter is posted on Medicaid.gov at https://www.medicaid.gov/federal-policy-guidance/downloads/smd18012.pdf.

The opportunities outlined in this letter – none of which require complex demonstrations or Medicare waivers – include new developments in managed care, using Medicare data to inform care coordination and program integrity initiatives, and reducing administrative burden for dually eligible individuals and the providers who serve them.

In particular, I want to highlight Opportunity #10, which promotes ways to simplify eligibility and enrollment – areas that incorporate a lot of what NCOA and our partners has shown works.  I also want to point you to Opportunities 7 (on more frequent MMA file submissions), 8 (on more frequent buy-in file data exchanges, and #9 (on promoting Part A buy-in agreements).

As we all consider opportunities to partner and collaborate with your state Medicaid agencies and CMS, I think we should consider the possiblities raised in this letter.
