In March 2015, NCOA’s Center for Benefits Access (the Center) selected 11 organizations to join our growing network of Benefits Enrollment Centers (BECs). BECs use person-centered strategies in a coordinated, community-wide approach to find, enroll, and retain Medicare beneficiaries—both seniors aged 65+ years and adults living with disabilities aged 21-64, who have limited income and resources—into available benefits.

This report examines the successes and challenges of this fourth cohort of BECs in increasing benefits enrollment among low-income Medicare beneficiaries. It provides information and links to several promising practices that helped the BECs reach beneficiaries with geographic, transportation, and language barriers.
